Global Axess 2024 – Ulrike Franke: The Shift in Power Between the Private Sector and the State
Whether it is cheap, mass-produced drones, access to cloud computing, cyber defences, or satellite-based connectivity, many of today’s vitally important military capabilities are no longer developed nor provided by state- and military-funded institutions. Instead, private companies – often ones that primarily or even exclusively produce for the civilian market – find that their products or services have become militarily relevant. In the case of Ukraine’s defence, companies such as Google, Amazon, Starlink and DJI are playing a crucial role. This is a significant change from the situation that western armed forces are used to: ever since the Sputnik shock of the 1950s, most ground-breaking technological developments have taken place in the public-, often military-funded, sector. This is no longer the case, as advances in artificial intelligence, cyber technology, cloud computing and even drone development take place primarily in the private, civilian realm. For the military, this means that armed forces become dependent on private firms, whose main focus is not defence. Are states prepared to deal with this new reality? Are companies putting in place procedures and controls to stay abreast of these changes? Are we witnessing a change in the balance of power between the private sector and the state?

Dr Franke is a senior policy fellow at the European Council on Foreign Relations (ECFR), based in Paris. Her areas of research include German and European security and defence, the future of warfare, and the impact of new technologies on geopolitics and warfare. She co-hosts the Sicherheitshalber podcast, a German-language podcast on security and defence. She also teaches at Sciences Po Paris. Franke holds a PhD in International Relations from the University of Oxford. Her doctoral thesis was awarded the John McCain Dissertation Award by the Munich Security Conference. She also holds a BA from Sciences Po Paris and a double summa cum laude MA degree from Sciences Po Paris and the University of St Gallen.

Justin Oliver Webb is a British journalist who has worked for the BBC since 1984. He is a former BBC North America Editor and the main co-presenter of BBC one’s Breakfast News programme. Since August 2009, he has co-presented the Today programme on BBC Radio 4, and also regularly writes for the Radio Times.
